Prof. Yusuf Arayici is a Professor of Construction Project Management in the Department of Architecture and the Built Environment at Northumbria University in the United Kingdom. Since 2000, his research has covered a wide range of topics, from Building Information Modeling (BIM) and process improvement to energy management and sustainability.

Over many years, he has led research project groups supported by funding totaling £10 million; supervised 15 doctoral students; and guided the academic work of numerous master’s students. Having published more than 100 articles and five books in the field of BIM, Arayici is currently continuing his research by addressing healthcare facilities management (HFM) from an AI-enabled BIM perspective, incorporating Deep Learning (DL) and Cognitive Digital Twins (DT).

Dr. Sinan Terzioğlu graduated from the Department of Civil Engineering at Gazi University in 2005. Following his graduation, he held positions at various levels in several private sector companies; since 2012, he has been continuing his professional activities as a founding partner at Efesin Construction Engineering.

In 2023, he completed his PhD in the field of Health Facilities Management at Ankara University, Department of Real Estate Development and Management. Within the scope of his doctoral studies, he conducted research as a visiting scholar at Texas A&M University in the United States for a period of six months in 2022.

Specializing in health facilities management, real estate development, and integrated facilities management, Dr. Terzioğlu takes active roles in various non-governmental organizations and serves as a board member of the Health Resources Management Association (SKYDer).

Having contributed to numerous seminars, articles, books, courses, and academic studies in his field, Dr. Terzioğlu continues his academic and industry-oriented work in the area of integrated facilities management.

He began his professional career at the Ministry of Health in 2002 and subsequently served within the Ministry’s central organization as Head of the Appropriations Unit, Financial Specialist, Unit Supervisor, and Hospital Director.

Throughout his professional career, he played a key role—as a Branch Manager—in the preparation of the first legislation and contract of the Global Budget Payment System, which was initiated through an agreement signed between the Social Security Institution and the Ministry of Health to unify healthcare reimbursement systems. Subsequently, he conducted studies in the fields of financial management and financial analysis and supported related project activities. In this context, he contributed to the development of payment models for recording hospitals’ financial performance and allocating appropriations accordingly. In collaboration with institutional academic consultants, he also carried out studies on the implementation of the integration of the Cash Pool System and the Banking Credit Rating System in public hospitals.

He conducted studies aimed at regulating and establishing the legal framework for outsourced healthcare service procurements in public hospitals in Turkey. He transferred the experience gained in this field to his master’s thesis preparation process and subsequently contributed as an author to the book “Turkey Healthcare Services Procurement Guide.” During the same period, while serving as the President of the Health Resources Management Association (SKYDER), he also contributed as a chapter author to the book “Big Data and Open Data Analytics: Methods and Applications.”

By taking part in the commissioning processes of City Hospitals, first launched in 2017, he served as an observer and mediator between the public authority and operating companies in the execution of contracts and the resolution of contentious issues. In addition, with the support of the administration, he designed the “Coordinator Chief Physician” implementation model for City Hospitals, organized workshops, and contributed to its incorporation into legislation.

During his tenure as Chief Director at Ankara University Hospitals, he led efforts to establish the institutional structure and reorganize the administrative framework. Together with his team, he prepared and ensured the publication of the “Regulation on Ankara University Health Practice and Research Hospitals.”

Since 2024, he has been serving under the Presidency of the Turkish Institutes of Health (TÜSEB) as the Administrative Officer of the Aziz Sancar Research Center and TÜSEB Ankara Province. Within the scope of his institutional duties, he has also carried out institutionalization process studies for the Istanbul Experimental Research Center (IDEA) under TÜSEB.

Muzaffer Sarıkaya began his career in the healthcare sector as a Hospital Director and has since pursued his professional career through an integrated approach, demonstrating strong problem-solving skills and proven experience in hospital operations, financial management, and financial analysis. He has particularly specialized in financial management and financial analysis to ensure the financial sustainability of hospitals.

At the central organization of the Ministry of Health, a pioneering initiative in the healthcare sector in Turkey was undertaken to classify hospitals based on their financial vision, enabling equivalent hospital benchmarking through this classification. This study, which he led, is still in use today. In addition, by conducting financial analysis evaluations of hospitals, he has been a leading figure in developing studies aimed at ensuring the sustainability of high-quality healthcare services, beyond merely maintaining service readiness. Through the “Financial Management System,” he has developed models for managing high-performance processes.

In 2017, he became one of the few professionals in Turkey’s healthcare sector to hold the position of Head of Financial Services based on this expertise. Prof. Dr. Sarel Lavy, Texas A&M University, USA

Prof. Dr. Sarel Lavy is a faculty member in the Department of Construction Science at Texas A&M University in the United States. His academic work is grounded in an interdisciplinary approach that addresses building production processes and facilities management within a holistic framework.

His research interests primarily focus on facilities management in healthcare and educational buildings. In this context, his work concentrates on construction engineering, maintenance and asset management, measurement of facility performance, life-cycle cost analyses, and quantitative and analytical methods in facilities management. In particular, his studies examining the impact of the physical environment on operational continuity, safety, and cost-effectiveness in healthcare facilities serve as key references in both the academic literature and professional practice.

Prof. Dr. Lavy has authored numerous articles in international peer-reviewed journals, as well as books and book chapters. He is also an active member of leading professional organizations, including the American Society of Civil Engineers (M.ASCE), the International Facility Management Association (IFMA), the American Society for Health Care Engineering (ASHE), the International Council for Research and Innovation in Building and Construction (CIB), and the Texas Association of Healthcare Facility Management (TAHFM). His work provides a strong scientific framework for transforming facilities management from a technical support service into a strategic management function.

Prof. Dr. Salih Ofluoğlu is currently a faculty member at the Faculty of Architecture, Antalya Bilim University. Prior to this position, between 2001 and 2023, he held various academic and administrative roles in the Department of Informatics at Mimar Sinan Fine Arts University, where he taught in the graduate programs in Architectural and Urban Informatics and Computer-Aided Art and Design.

Prof. Dr. Ofluoğlu completed his undergraduate education in the Department of Architecture at Istanbul Technical University. He pursued his graduate studies abroad to specialize in Computer-Aided Design, earning an MSc degree in Architecture from Pennsylvania State University in the United States and a PhD degree from the University of Edinburgh in the United Kingdom.

His research interests include sustainable architecture, Building Information Modeling (BIM), BIM-supported facilities management, and architectural design studios. He has published numerous articles, books, and research projects at both national and international levels in these areas. Prof. Dr. Salih Ofluoğlu is one of the organizers of the international Eurasian BIM Forum and serves as the editor of Building Information Modeling, the only periodical in Turkey dedicated exclusively to BIM. In addition, he is a board member of the Turkish chapter of the international buildingSMART organization.

Prof. Dr. Yeşim Aliefendioğlu Tanrıvermiş (MRICS) is a faculty member in the Department of Real Estate Development and Management at the Faculty of Applied Sciences, Ankara University, where she also serves as Vice Head of the Department.

Prof. Dr. Yeşim Aliefendioğlu Tanrıvermiş graduated from the Department of Agricultural Economics at Ankara University in 2002 and completed her Master’s degree in Agricultural Economics in 2004. In 2011, she earned her PhD degree from Ankara University in the Department of Real Estate Development and Management (Real Estate Development) as the first doctoral graduate of the program, after which she began serving in the department with the title of Lecturer Dr. She continues her academic career at the Department of Real Estate Development and Management, Faculty of Applied Sciences, Ankara University, as a Professor.

She has published articles in numerous indexed national and international journals, as well as books and book chapters, and has delivered presentations at national and international conferences. She has also served as an author of scientific reports and books related to various valuation projects. At both undergraduate and graduate levels, she teaches courses on real estate valuation and practice, land economics and management, real estate valuation theory and applications, expropriation and resettlement, real estate economics and management, and protected areas management. She continues to provide consultancy and expert witness services in research projects.

In addition, she serves as a member of the Faculty Board, Vice Head of the Department of Real Estate Development and Management, and a member of the Ankara University Rent Determination Commission.

She is the founding president of the Real Estate Development and Management Association and holds MRICS membership.

Hamid Farrokh Ghatte holds a PhD degree in Structural and Earthquake Engineering from Istanbul Technical University (ITU). He was born in Iran and is currently a faculty member in the Department of Civil Engineering at Antalya Bilim University (ABU). Prior to joining ABU, he worked in the Department of Civil Engineering at the Iran Technical and Vocational University (TVU), where he also served as the Head of the Department of Civil Engineering. Dr. F. Ghatte has additionally worked as a research assistant in the Department of Civil Engineering at the University of Ljubljana, Slovenia. He has numerous publications in peer-reviewed journals and has served as a subject reviewer for various international scientific journals. In addition, he has participated in many European Union–funded and national research projects. His current research focuses on the seismic performance and strengthening of reinforced concrete structures, finite element analysis, the application of artificial intelligence in civil engineering, and self-compacting concrete elements, with the aim of addressing various challenges arising during natural disasters such as earthquakes.

Dr. Ramazan Sarı completed his undergraduate education in the Department of Architecture at Middle East Technical University (METU). He received his Master’s degree from the Faculty of Architecture at METU, within the Building Science program, with a thesis entitled “Investigating Building Information Modeling Maturity in Turkey,” and completed his PhD in the same program with a dissertation entitled “Personalization and User-Oriented Service Delivery in Office Workspaces.”

His book, in which he conveys both his academic and professional expertise in contemporary building systems and architectural design, entitled Building Construction Methods and Systems: Principles, Requirements and Application Details, has been published by Springer. He continues his academic research on digital interfaces in architecture, additive manufacturing methods in architecture, user-oriented office usage services, and end-user intervention in strengthening options for existing buildings.

Prof. Niraj Thurairajah is a faculty member in the field of the Built Environment at Northumbria University and leads the Sustainable Construction Futures research group. His research framework focuses on the human and process dimensions of problems within the built environment. In this context, he examines how organizations and individuals operate within technological innovation, economic dynamics, and educational frameworks. A significant portion of his work is directed toward developing solutions to challenges encountered in project environments. He has also conducted extensive research in the housing sector and on the complex impacts of policies on housing-sector stakeholders.

Prior to his current position, he managed the Digital Construction Centre at Birmingham City University and also served as the Programme Leader for the MSc Building Information Modelling (BIM) and Management. Between 2007 and 2011, he worked as an Academic Coordinator at the CEBE Centre of the UK Higher Education Academy, where he led initiatives that strengthened collaboration between industry, higher education, and professional bodies.

Throughout his career, he has produced over 100 peer-reviewed publications; organized conferences; played an active role in research funding applications; and managed a wide range of projects and employer engagement initiatives, including ORBEE, ACBEE, ExcelDL, ISLAND I & II, CKE, and H2B innovation grants. Beyond academia, he maintains an extensive collaboration network and has undertaken joint work with organizations such as Willmott Dixon, the Ministry of Justice, Building Alliance, and Wienerberger, as well as with many prestigious firms including KPMG, AHR Global Architects, Cundall, Costain, NG Bailey, Mott MacDonald, and Rider Levett Bucknall.
